In the Main map, select groom_cam and see that refraction on the distant cylinder is working correctly.
Delete/Move refractionProof cylinder out of the way, to show the "hidden" groom asset hair
Select groom_cam again. The revealed groom asset (GRM_debug) is not refracted and actually looks like it may be ignoring z-sort order.
