In-Editor Tutorials are unresponsive when selecting them

@triage need approval to submit this into 4.27.2

When trying to select any of the tutorials in the editor, all of them except for the "Welcome to the Unreal Editor" tutorial are unresponsive. They also have a green checkmark on them, which lead me to believe that it was indicating that I had already completed the tutorials when I had not.

Tested in //UE4/Release-4.26 @ CL 15973114 and this did not occur, so marking as a Regression.

1. Open any project in the editor
2. Navigate to Help > Tutorials
3. Select any of the tutorials other than "Welcome to the Unreal Editor"

RESULT:

The tutorials are marked as completed and are unresponsive when selecting them

EXPECTED:

The tutorials are not marked as completed when the user hasn't gone through them yet and selecting them in the editor starts the tutorial in question
