If you check the attached GIF, you will see that when you jump the playback position, the animation stays in the same state as before the jump.
I suspect this is a specification, but the user is requesting that even if you jump the playback position or scrub fast, you should get the same result as if you played normally.
1. Open the NewMap.umap of the attached project.
2. Open NewLevelSequence and scrub fast.
If you want to check it from scratch, play the animation with "Keep State" set in Sequencer.
