Enabling windows animation causes dropdowns to glitch up and down.

Description

Observe dropdowns glitching up and down when enabling Windows Animation in editor preferences. 
This is not a regression due to it occurring in 4.26.2

Steps to Reproduce
  1. Open any project.
  2. Go to editor preferences. 
  3. Enable windows animation.
  4. Select anything in the engine with a drop down.

Results: Observe the dropdown glitching up and down.

Expected Result: The dropdown does not glitch up and down.
