Solidworks exporter installation does not proceed

Install-NT: old solidworks exporter install

Install-CptB: 4.27.2 version of installer

and the windows information from 'CptB':

• he has 4.23 4.25 4.26 4.27 5 installed
• offline user but admin
• ssd run install on no network drive and tried from D: also
• made him run msiexec from cmd in admin mode and fail same way
• solidworks 2021 without valid subscription (his friends has 2021 student Solidworks)

Do not repro on my machine
