When View Changelists window is opened, users are reporting slowdowns from actions such as moving actors (external actors).
The scrolling performs check on assets and update the Perforce cache which fire a notification to the Changelist Window to refresh.
We should be able to figure out if the UI changed without rebuilding the Widgets, just comparing states.
