Steps to Reproduce
  1. Create a project from ThirdPersonTemplate.
  2. Set the r.Mobile.ShadingPath=1 in DefaultEngine.ini [/Script/Engine.RendererSettings]
  3. Create a translucent material and set the Lighting Model to Surface ForwardShading, set the metallic to 1, roughness to 0.1 and opacity to 0.9
  4. Assign the material to a static mesh and see if there is reflection effect on the mesh.

It looks black, but it should reflect the environment.
