The camera is not turning on when using the ARDebugCheck app. Some details:
Tested with Galaxy S9 and Pixel 5.
Works in //UE4/4.27 at CL 18319896
Blocks Testing for XR Compat 5.0.
Expected Result: Camera turns on.
Actual Result: Camera does not turn on.
