Drop Down menus displaying the editor instead of a list of options

Drop Down menus displaying the editor instead of a list of options. See attached screenshot.

We have received several reports regarding this issue, but have been unable to reproduce it.

1. Create a blank project
2. Select any drop down menu

Expected Results:
Menu drops down with a list of options.

Reported Results:
A version of the editor is rendered in the drop down.
