Level Instances are excluded from World Partition minimap

Level Instances are not included in the World Partition minimap as their load requests do not get processed.

• Create/Open a WP map.
• Add a level instance containing static meshes.
• Build the World Partition minimap (Build > Build Minimap)
• Notice that it's not included in the map even when loaded (the bounds will show when selected though).
