The licensee has mentioned that they also see an FPS drop without a second monitor, so this can happen just by separating windows out on the same screen.
Requires a multi-screen setup.
Open any project in UE5 + full screen it.
Enable an FPS counter on the monitor (NVidia control panel option used for testing)
Roughly 60 fps was shown on 2 separate user test PCs
Move the world outliner or another window to another screen and full screen it there.
The FPS counter drops between 20-40fps (See UDN for licensee profiling info).
EDIT:
it doesn't depend on the number of monitors but on the number of windows. to reproduce the problem it's enough to hover the mouse over e.g. "Details" window titlebar to make it show a tooltip. the tooltip is a separate window.
