Setting the Play Sound 2D start time after 0.0 will not apply when a input event is triggered, The sound will always play at the start. 


This does not occur in 4.27

Steps to Reproduce
  1. Create a blank project
  2. Import a .WAV sound file
  3. Open Level Blueprint
  4. In the Event Graph create the following
    1. Add a input event
    2. Add Play Sound 2D
    3. Add the imported sound
  5. Set the Start Time to anything after 0.0
  6. Compile and Play in Level
  7. Press the input event

Actual Result : Sound file starts at the beginning of the sound file
Expected Result : Sound file starts at the designated time
