Palette panel favorites category no longer stores more than 1 favorite at a time

This is a regression from 4.27.2 CL18319896

The favorites category within the User Widget's palette no longer stores more than 1 favorite at a time. Each time a new favorite is starred it replaces the previous favorite.

1. Create or open any project
2. Make a new User Widget then open it
3. In the Palette panel next to any component click the Star to the left of its name
4. Click the Star on a different component

Expected Results:
Multiple Widget Components are added to the Favorite menu

Actual Results:
Only 1 favorite is stored at a time.

I am not able to find world outliner how to enable it?
