It's hard to say if this actually a UX issue specifically tied to component editing, or a broader issue with UX. Either way, we should triage the problem and work from there.

Steps to Reproduce
  1. Create a new Blueprint actor class in the editor.
  2. Add the following components: AIPerception, BehaviorTree, and Blackboard.
  3. Place an instance of this Blueprint in the level.
  4. Select the actor and then Blackboard component in the Details panel.
  5. Toggle the "Is Editor Only" checkbox.
  6. Observe that components order changes.
