Unable to delete actors in World Partition due to UFunction references

Steps to Reproduce

To repro the issue with the attached project:

  1. Load TestLevel
  2. Select 'DeleteMe' and 'DeleteMeToo' and delete them.
  3. Save, create a new level (which will prompt you to save the deletes again).
  4. Load back into TestLevel, notice 'DeleteMe' and 'DeleteMeToo' still exist.
