Reproduced 3/3 times, issue does not occur in //UE5/Release-5.0 - CL 20979098 Binary. Confirmed Regression.

Issue seems to occur when the Virtual Camera actor is fully initialized? If Editor is restarted after deleting actor, Gamepad Input works, and continues to work until either another VCam actor is added to the current level, or a level is open that already contains a VCam actor.

Steps to Reproduce
  1. Create a new Blank Project
  2. Plug in a Gamepad
    1. Click the viewport and move joysticks to confirm that Editor is reading inputs
  3. In Plugins, enable Virtual Camera. Restart Editor.
  4. Add a VCam Actor to the level

Actual Result: Editor no longer registers Gamepad Inputs. Deleting the actor or changing levels does not resolve issue.

Expected Result: Editor continues to register Gamepad Inputs.
