When you add a parameter by doing DUPLICATE of an existing one, the new settings don't take effect. (Adding parameters and other copy/pasting seems fine as far as I can tell)
I verified this at EGJ up through 4.9. Repro steps below:

1. Create Material Parameter Collection.
2. Add some Vector Parameters (Rock, Ground, Sky) & set colors
3. Use the dropdown to DUPLICATE the Ground param
4. Change its name ("lava") and color and save
5. Try to use the new "lava" parameter in a material. (It will erroneously use the "ground" color that it was duplicated from)
