Resizing game window is very slow on Mac

Description

Also see attached screen capture.

Could be that we do not pause rendering when resizing.

Steps to Reproduce
  1. Open a UE project on Mac and launch standalone
  2. Resize the window several times. Window should resize immediately instead of freezing for several seconds
