Favorites category in the Palette Panel of a Widget is no longer appearing

This is not a regression tested in //UE5/Release-5.1 CL23901901

When Favoriting a Component from the Palette panel of a Widget the Favorites category appears then disappears. For the brief moment it is visible it seems to only contain 1 item similar to [Link Removed].

Received this warning in the Logs:

1. Create or open any project
2. Make a new User Widget then open it
3. In the Palette panel next to any component click the Star to the left of its name

Expected Results:
The Favorites Category appears and lists all the favorited components.

Actual Results:
The Favorites Category appears for a brief moment then disappears.
