Description

A surface's Ambient Occlusion will appear through a decal when static lighting is disabled in project settings. Regression tested against

Reproduces in the following
//UE5/Release-5.2 CL 25360045

Steps to Reproduce

1. Disable static lighting in a 5.2 project
2. Apply a decal over a surface with a material AO (i.e. a wall with a brick material applied to it)
