Allow Cinematic Control is reset to true when restarting the editor

When restarting the editor the viewport will have its Allow Cinematic Control flag reset to true.

1. Open UE 5.1 or 5.2
2. Click Viewport Options > Layout > Two Pane
3. On new viewport pane, set perspective to Perspective
4. Click Viewport Options on both panes and verify that Allow Cinematic Control is enabled on one, and disabled on the other
5. Close and reopen the editor
6. Click Viewport Options on both panes and verify that Allow Cinematic Control is enabled on both.
7. (Optional) do the same steps on 4.27 and verify Allow Cinematic Control states are saved.
