For desktop renderers, deferred and forward are both one draw.

Steps to Reproduce
  1. Create a decal material and set the material to Static Mesh
    [Image Removed]
  2. Change to mobile preview and capture with RenderDoc.
    Decal material is drawn twice with translucency and decal.
