Anisotropic metallic material and area lights don't work

1. Start Content Examples project, enable Substrate, and restart.
2. Open the Substrate Example Map.
3. Go to the area with the Anisotropic Materials, and add a Rect Light.
4. Observe the lack of specular highlights on the materials with non-0 Anisotropy
