Steps to Reproduce
  1. Download the attached licensee repo. 
  2. Open the map /Content/issue_groom_cull/LV_main.umap
  3. Position the camera to block visibility to the groom components (or, turn the camera so that they are behind the view).
  4. Use freeze rendering to confirm they are culled and not rendered
  5. Open and capture with the GPU Visualizer (Ctrl+Shift+,), and search for “hair”
  6. Observe hair strand interpolation and other updates are still happening, on a
    per-component basis
