Since Landscape actors are created by the PartitionActorSubsystem, it is currently not allowed to manually change the DataLayers of existing Landscape Actors.
We need to provide a Tool to allow changing the DataLayer(s) of a Landscape.
Also, we should force Landscape proxies to have the same set of Data Layers as their ALandscape. When in Landscape Mode, we could push a context to the ActorEditorContext with the DataLayers of the selected ALandscape and not allow changing the Current Data Layers.
