Reinstated the old behaviour that MMB dragging the pivot centre point in perspective mode also moves the pivot. This is in addition to the Alt+MMB which works in all viewport types and for all axes. This allows the original behaviour of V+MMB drag to move the pivot when dragged from the centre point in a perspective viewport.
Added a new issue (UE-19904) to improve the vertex snapping facility as there are a good few cases where it just doesn't work properly, and this could do with another pass.
A licensee requested this ticket be entered as a bug report.
The pivot vertex snapping functionality has changed and no longer functions as it did in prior versions of the engine. Somewhere the keybinding for editing the pivot location on a mesh was changed from Middle Mouse Button to Alt + MMB.
Using the new keybinding in conjunction with pressing 'V' to enable vertex snapping has made it difficult to move the pivot to a specific vertex. "It's less intuitive and much slower to use the tool now with the toggle functionality, could we please just change it back it was much better in 4.7, the tool of snapping pivots is almost unusable in 4.8 because of the whacky button combination, and you now have to move the pivot with snapping turned off to even get it to work."

Tested in 4.7.6 CL-2513039 - Hold 'V' key and click and hold the 'Middlemouse' to drag and snap pivot location to desired vertex.
Tested in 4.8.3 CL-2634408 - Hold 'V' key and click and hold the 'Alt+Middlemouse' to drag and snap pivot location to desired vertex.
While testing this issue, I actually noticed the opposite in regards to the functionality of the tool the licensee is reporting. I found it easier to snap pivots to vertices in 4.8.3 and 4.9 preview with the new keyboard shortcuts compared to 4.7.6.
1. Open any project using default Editor Preferences.
2. Select or place an actor in the Viewport.
3. Use alt+middle mouse and select the transform gizmo.
4. While holding down the keys and with the gizmo selected, press and hold the 'V' key to toggle vertex snapping.
5. Attempt to move the pivot location to a desired vertex.
Expected: Easily re-locate the pivot by snapping to a specific vertex.
Outcome: It is very hard to move the pivot location to a desired vertex.
