Setup.bat does not successfully pass the --force parameter to GitDependencies.exe

Running Setup.bat with the optional --force parameter results in an error when GitDependencies.exe is called.

1. Navigate to the root folder of the Engine.
2. Open a command window at this location.
3. In the command window, enter the command Setup.bat --force.

RESULT:
The command window displays the error Invalid command line parameter: -force and Setup.bat fails to complete successfully.

EXPECTED:
Setup.bat calls GitDependencies.exe and passes the --force parameter successfully.
