Steps to Reproduce
  1. Open Pretzel Museum project
  2. Create an IK Rig from SKM_Manny
  3. Add FBIK solver
  4. Add Goals on ball_l and ball_r
  5. Set Chain depth of goal to 3
  6. Add FBIK Bone Settings to left and right thigh bones
  7. Add Preferred Angles 0,0,40
  8. Remove all iterations from the solver
  9. Move both foot goals upwards

Expected result:
Preferred Angles blend in and thighs rotate

Actual result:

Only the left thigh preferred angle works.
