Description

A crash occurs to the engine as when we when have unreal as a backgroud task, and we try to drag and drop a layer to another by selecting the layer visibility button.

Steps to Reproduce

1- Open Window -> World Partition -> Data Layers Outliners
2- Create two data layers and assign them different Data Layer Assets.
3- Open an outside application, so that unreal is as a background application. For example a windows folder.
4- Once that you are focusing the other application, try to do
a drag and drop operation from the visibility of a layer.
5- Keep trying step 3 and 4 until the engine crashes. It crashes with a high rate.
