Post Process Material Chain Graph does not work with the mobile renderer

Steps to Reproduce
  • Create a PPM Chain Graph
  • Set the editor Preview Platform to Android Vulkan ES31
    or launch on an iOS or Android device
  • Observe the PPM Chain Graph has no effect
