Description

In a static lighting environment, moving static objects no longer marks the built lighting as invalid.
This prevents the on-screen warning from appearing.

Regression introduced in CL: 25964466 on //UE5/Main

Steps to Reproduce

1. Download the Licensee's test project and open (see addl info URL)
2. Open the map "/Game/Levels/TestingRebuildLightsPrompt".
3. Disable dynamic lighting in project settings:

  • Disable Lumen GI and Reflections
  • Change "Shadow Map Method" to "Shadow Maps"
    4. Build lighting in the level.
    5. Move the cube named "Cube".
    6. Observe that the lighting is built and does not change, but no warning about the lighting being unbuilt appears.
    7. Repeat previous steps in Unreal Engine 5.2, and observe that the warning does appear.
