Steps to Reproduce

Create a map, with a landscape that doesn't have edit layers enabled (I just take the default open world map and turn the edit layers off).
Unload the landscape, except a few tiles.
Enable edit layers on the landscape. You can add a layer, and sculpt some things, it works fine until here.
Load more tiles. If you try to sculpt these newly loaded tiles, they are all reset to 0, like their content was erased.
