Using a keyboard with US International settings prevents the gameplay debugger from being opened when using the apostrophe key.
Potentially a similar issue to [Link Removed].
Found in 4.10 binary. Reproduced in 4.9.2 and Main CL 2777621
1. Change your keyboard settings to US International (How To: [Link Removed])
2. Open the Editor
3. PIE
4. Press the apostrophe key
Result: Gameplay debugger doesn't open
Expected: Pressing the apostrophe key would open the gameplay debugger
