Much of this has already been resolved with rebindable shortcuts specific to persona
After adjusting viewport shortcuts in Editor Preferences, the Persona viewport seems only partially responsive to the changes.
It's as if the viewport shortcuts are hardcoded for Persona.
Example 1: Change Focus Selected from "F" to "Ctrl+F". In the Editor viewport, "F" does nothing while "Ctrl+F" focuses on selected objects. If I open Persona and select a bone, both "F" and "Ctrl+F" focus on the bone.
Example 2: Leave example 1 in place (i.e. "F" expected to do nothing). Set Cycle Between Translate, Rotate, and Scale to use "F". Select a bone in Persona and hit "F". It still focuses on the bone, now press the old Cycle shortcut ("Space Bar") and it will still cycle through.
1. Open Editor Preferences>General>Keyboard Shortcuts
2. Change Focus Selected from "F" to "Ctrl+F"
3. Go back to the Editor viewport
4. In the Editor viewport, "F" does nothing while "Ctrl+F" focuses on selected objects
5. Open Persona, select a bone and click in the viewport, both "F" and "Ctrl+F" focus on the bone.
6. Back in Keyboard Preferences, set Cycle Between Translate, Rotate, and Scale to use "F"
7. Select a bone in Persona and hit "F"
8. It still focuses on the bone, now press the old Cycle shortcut ("Space Bar") and it will still cycle through
Result: New shortcuts work when they are unused by the defaults, but cannot override default shortcuts
