In an actor that contains a scaled root component, it is not possible to change the collision presets on an instance of that actor if you are using the Viewport's Details panel. However, in the blueprint itself, the collision preset can be changed as expected.
Found in 4.10.2 binary. Reproduced in 4.11 and Main CL 2829742.
1. Open the editor
2. Create a new Actor bp
3. Add a static mesh component
4. Make it the root component
5. Set the scale to 2,2,2
6. Compile
7. Place an instance of the actor in the level
8. Select the instance
9. In the Viewport's Details panel, attempt to set the collision preset to something different than it originally was.
Result: Notice that although it allows you to select another preset, it will never actually change
Expected: The collision preset would be able to be changed in the viewport details panel.
