Description

Whenever we have a non zero setting for r.VT.SplitPhysicalPoolSize, then mesh painting doesn't function correctly.

Steps to Reproduce

Open QAGame project
Set "r.VT.SplitPhysicalPoolSize 20" on the console.
Open the QA-MeshPaint map
Select the MeshPaintCube5 actor
Enter Mesh Paint mode
Select the Texture Color tab in the mesh paint mode, and select Paint.
Notice that painting doesn't work.
