ARM Mali 400 Series GPUs are rendering Opaque Unlit Materials as Black instead of the designated color.

This is a *regression* from 4.10.2.

Steps to Reproduce

*Quick Repro: Open attached project, Launch on ARM Mali 400 series GPU Phone*

  1. Create a New Blank Project with No Starter Content
  2. Create a New Opaque Unlit Material
  3. Assign a ConstantVector3 of (1,0,0) to Emissive Color
  4. Place a Cube in the Default Level in front of Player Start
  5. Assign the Created Material to the Cube
  6. Save Level
  7. In Project Settings, assign Saved Level to be the Default on Editor and Game Start
  8. Launch on a device with an ARM Mali 400 series card (*Samsung Galaxy 3 Mali - required to work*)

RESULTS: Cube Renders Black

EXPECTED: Cube should render Red
