Keyboard Shortcuts don't work on the Outliner Window if it is detached from the Main Window.
As described in Steps To Reproduce, as soon as the Outliner Window is detached from the Main Window, most of the keyboard shortcuts stop working. I noticed that CTRL+B and F2 still work as if the Outliner was docked. Also, if you RMB click any actor, the context menu will let you perform those operations normally - it's only the shortcuts that got disabled.
I've test this from UE version 5.0 up to 5.7 CL42864112 and all presented this behavior.
Create a blank project
Verify that the Outliner Window is docked in the Main Window
Create an actor in the viewport
Verify that keyboard shortcuts work (CTRL+C, CTRL+V, CTRL+D, Del (Delete), F2 (Rename), etc.)
Drag the Outliner Window so that it becomes a separate, floating window
Select the created actor in the Outliner Window
See that most shortcuts for actor editing stop working, e.g. CTRL+C, CTRL+V, CTRL+D, CTRL+B, Del, etc. Shortcut CTRL+E and F2 (Rename) still works.
Expected result: Keyboard shortcuts should work when the Outliner Window is detached from the Main Window.
Actual result: Only a few commands work on a detached Outliner Window (I was able to map CTRL+E to open the BP and F2 to rename the instance in the scene as working shortcuts).
PS: Interestingly, RMB clicking any actor in the detached Outliner Window will open up a menu, and there all the commands like Copy, Paste, Duplicate, do work when selected. Only the keyboard shortcuts don't work while the Outliner Window is detached.
