When using Get Random Reachable Point in Radius and spawning instanced static meshes on those points, it returns a similar pattern almost every time with an L-shape in the center along with a dense cluster of meshes.
However, restarting the editor often results in the L-shape no longer occurring, but you are still getting the dense cluster of meshes in one area.
There are also times when all of the meshes cluster into one small section of the radius.

Result: Notice that occasionally, all of the meshes will cluster in one small area. More frequently, however, there is a L-shape and a dense cluster of meshes in the center.
Expected: The results would be completely random and not return a similar pattern each time.
