"LogModuleManager:Warning: ModuleManager: Module" warnings in log on blank packaged project

Regression: Warnings to do not occur in 4.10.4

User Description:

Since the move to 4.11, we are seing a lot of new warnings in our logs.

All of those are seens in a Development Cooked Client(windows) and most of them also in a Development Cooked Server(linux)

1. Create a new blank project
2. Package the project for Windows 64
3. Close the editor
4. Navigate to the project, open it, then close it after load
5. Navigate to the Saved > Logs folder and open the logs

Results: The log will contain "LogModuleManager:Warning: ModuleManager: Module" warnings

Expected: For the logs to not contain these warnings in a new project
