Particle system light's module does not use Lighting Channels. The particle system itself will accept lighting from it's assigned lighting channels but the lights spawned from the particle system, no matter the quality or shadow setting for lights, do not work as expected.

Steps to Reproduce

1. Create a new Particle system and add a Light Module
2. Adjust the Light Module so that it has a brighter light and bigger radius
3. Add the Particle System to the Scene and in the Details panel set no light channels

Regression: No

Expected: The light channels should work with Particle Lights when they have been set for the Particle System in the level.

Results: Particle Lights do not use lighting channels when they've been assigned.
