Restore Tabs option on load do not remember Docking Location

A blueprint, material, etc... window docked alongside the main viewport window will open in a separate window if the project is closed and reopened. You must hit "Restore Now" for this to occur.

1. Open any project.
2. Open a Blueprint and dock the window alongside the level tab in the main viewport window
3. Close and Reopen Project
4. Click "Restore now" option on load

RESULT
Tab is restored in a separate window

EXPECTED
Tab is restored docked alongside the main viewport window
