Moving sublevel in world composition browser does not appear in Undo History.

Regression (no) issue (does) occur in 4.12.5

1. Open Editor (any project)
2. Save Level
3. Open World Settings>World Composition (true)
4. Open Window>Levels>Levels>Create New>Create
5. RMB sublevel>Load Level
6. Make sublevel current level
7. Add any object to sublevel
8. Open Window>Levels>World Composition
9. Move sublevel to any location in world composition viewport
10. Edit>Undo History

Results

Moving sublevel in World Composition Browser does not appear in Undo History list.

Expected

Move in World Composition Browser listed as most recent change in Undo History.

I am not able to find world outliner how to enable it?
