Foliage does not paint on actors that have "auto generate collision" turned off during import.

Regression (yes) issue (does not) occur in 4.12.5

Steps to Reproduce
  1. Open Editor (any project)
  2. Pick any static mesh
  3. Place copy of static mesh in level
  4. RMB static mesh in content browser>Export
  5. Open a different folder in content browser>Import>exported file>Turn off auto generate collision
  6. Place copy in level
  7. Open Modes>foliage mode
  8. Add any static mesh to foliage mode
  9. Paint foliage over both static meshes placed in level


Foliage will paint over the static mesh from the browser, but paint through the mesh imported without "auto generate collision".


Foliage paints on both, as the line trace for foliage placement checks for visibility, not collision.
