Material billboards cannot be scaled

Material billboards cannot be scaled. The Material billboard appears to be unaffected by setting its scale

1. Open the editor
2. Create a new actor blueprint
3. Add a Material Billboard component
4. Add a material element to the Material billboard component
5. Change the scale of the Material billboard component
6. Notice that the billboard does not appear to be affected

Expected: The Material billboard component would change in size as the scale is changed
Result: The Material billboard appears to be unaffected by setting its scale
