The Web browser widget appears to be offset

The Web browser widget appears to be offset. The web browser widget appears to be offset and does not scale itself to fit the bounds of the widget.

Note: This appears to function correctly in 4.13.2

1. Open the editor
2. Enable the web browser plugin
3. Restart the editor
4. Create a new widget blueprint
5. Add a web browser widget to the designer tab
6. Set the anchors to be full screen
7. Create the blueprint in the attached image
8. Add the widget to the viewport
9. Play in editor
10. Notice that the widget is offset, does not fit the screen and that the mouse hover is also offset

Expected: The web page would fit the size of the web browser widget
Result: The web browser widget appears to be offset and does not scale itself to fit the bounds of the widget.
