Material Layers cannot be re-ordered by dragging in the Material Layer Parameters tab

Material Layers cannot be re-ordered by dragging in the Material Layer Parameters tab even though there is UI for dragging the rows and the rows appear to be draggable.

1. Open the MAP_MatLayersDebug_A level in the attached project
2. Open the MI_LayeredMat_Parent Material
3. In the Layer Parameters tab, add 2 Material Layers and set the Layer asset to ML_BasicLayer and the Blend Asset to MLB_BasicLayerBlend
4. Use the mouse to drag the material layer and re-order it

Expected
The Material Layer order is updated

Actual
The Material Layer order doesn’t change even though the UI makes it look like the Material Layer is being dragged correctly
