Description

Using a touch interface with Prevent Recenter set to true prevents the joysticks from fading to their Inactive Opacity setting.

This also occurred in 4.13.1

Steps to Reproduce
  1. Create a new project based off the Top Down template with the target platform set to Mobile
  2. In the level blueprint, add the nodes depicted in the attached picture (you may need to enable "Show Engine Content" in View Options to be able to select DefaultVirtualJoystick)
  3. In Engine Content > Mobile Resources > HUD, edit DefaultVirtualJoysticks and set "Prevent Recenter" to true
  4. Press Play

Result:
When not interacting with the joysticks, their opacity does not fade
Expected:
Since the Inactive opacity is set to 0.1, it should fade to that opacity when the joysticks are not being used
