Description

When in Simulate mode, selecting an actor that is set to simulate physics will cause other actors with Mobility set to "Movable" to no longer move during Simulate mode.

Steps to Reproduce
  1. Open UE4 Editor (any project)
  2. Add two Cube's to the level
  3. Set both cubes to Movable and one cube to Simulate Physics
  4. Click the Dropdown next to Play and choose Simulate (or use Alt+S)
  5. In the viewport, click the non-physics cube and use the transform gizmo to move it
  6. Select the physics enabled cube and reselect the non-physics cube

Result:
Transform gizmo will no longer move the non-physics cube.

Expected:
Movable actors can be moved in simulate mode after interacting with other actors.
