Splash screens never clear on oculus.

Testing in 4.14 it seems like UOculusFunctionLibrary::HideLoadingSplashScreen() is never called, maybe still the case in newer versions? Was unable to clear a splash screen in 4.15, but didn't debug the code in 4.15

Steps to Reproduce
  1. Open the attached project [Link Removed]
  2. Notice the contents of the Splash Test blueprint:
    • [Link Removed] [Link Removed]
  3. Play in VR Preview
  4. Notice the splash screen shows up correctly but is never cleared despite the call to clear and hide splash screens
